Within the framework of the YALA program implemented by the Modern University for Administration and Science and the National Network for Welfare and funded by the NDI Association, which aims to enhance the capabilities of young people in advocacy and communicating their ideas to decision makers, a dialogue table was held to discuss the issue of youth representation in the framework of local authorities and the idea of establishing local youth councils proposed by a group of young women And the youth participating in the "Youth in Municipalities, Democracy at Work" campaign. His Excellency the Minister of Youth and Sports, Vartan Ohanian, Head of the Youth Department in the Ministry, Joseph Saadallah, former President of the Federation of Municipalities of Jabal Al-Sheikh and the Municipality of Rashaya Saleh Abu Mansour, and Program Coordinator of the DRI Association Gael Youssef, in addition to the Chairman of the Board of Trustees of the Modern University for Management and Sciences, Dr. Hatem Alami, Director of Public Relations at the university, Hikmat Daou, and the curators of the program.

The discussion table opened with a speech by Diana Maddah, the director of the YALA program, in which she spoke about the importance of the program in terms of enabling young people to make their voices heard through training them, developing their capabilities, accompanying them, and supporting them in their campaigns.

Then the program coordinator, Dr. Firas Azzam, on the role of the Modern University for Business and Science in assuming its social responsibilities through similar programs, and he was introduced to the guests present.

Then the young woman, Sana Abu Ibrahim, presented, in the name of the campaign, the action plan that was launched at the local level in the regions of Rashaya and Hasbaya. The results of their research are shown in statistics and numbers. The extreme weakness of youth and women's representation in municipal councils, as well as the youth's awareness of this reality and their dissatisfaction with it, constitute a starting point for presenting their idea of establishing youth councils. An elected local council that represents the ideas and aspirations of young people.

After the presentation, Mr. Joseph Saadallah spoke, congratulating the "youth on their valuable work, putting" the capabilities in the interest of the youth and the ministry to serve the desired goal by delivering recommendations and proposals to the concerned centers in the country.

Then Dr. Hatem Alami,spoke, stressing the importance of deepening research and forming a force of pressure at all levels that pushes for change, stressing that the process of change is a necessary path and that the various efforts and the role of universities, associations and the media must be combined.

After that, Mr. Saleh Abu Mansour made an intervention in which he talked about the successful experience of the elected youth council in the Union of Municipalities of Jabal Al-Sheikh. He also emphasized that hope remains to give youth an opportunity and a role within legal frameworks through elected youth councils, not appointed ones from the municipal councils, subject to favoritism and being just an echo of those councils.

Professor Gayle Youssef expressed the importance of elected youth councils that are independent of municipal councils in youth participation in decision-making and in promoting a culture of accountability, starting from the local level to reach the national level. She also expressed her willingness to cooperate with the campaign to work on a modern law that reflects aspirations.

Her Excellency Minister Ohanian made an intervention in which she spoke about the painful reality of youth and women's representation, not only at the local level, but also at all levels and fields. She also congratulated the young women and men on the pioneering idea that they present while they are in the process of discussing it, and expressed that the ministry will incubate any idea, study or project, and then transfer the results to the approved constitutional and legal frameworks.

Then the young women and men of the campaign had an extensive discussion with the guests of the meeting, dealing with all aspects of this project and an agreement to strengthen communication with the Ministry and the DRI Association to reach practical results for the campaign.

ضمن إطار برنامج YALA  المنفّذ من الجامعة الحديثة للإدارة والعلوم والشبكة الوطنية للرعاية والمموًل من جمعية NDI والهادف الى تعزيز قدرات الشياب في المناصرة وايصال أفكارهم لصانعي القرار، أقيمت طاولة حوارية للبحث بموضوع تمثيل الشباب في اطار السلطات المحلية وفكرة إنشاء مجالس شبابية محلية المقترحة من مجموعة من الشابات والشباب المنضوين تحت حملة "شباب في البلديات، ديمقراطية في العمل". شارك في اللقاء الحواري معالي وزيرة الشباب والرياضة فارتينه اوهانيان، رئيس مصلحة الشباب في الوزارة جوزيف سعدالله، الرئيس السابق لاتحاد بلديات جبل الشيخ وبلدية راشيا صالح أبو منصور ومنسقة البرامج في جمعية DRI غايل يوسف، بالإضافة الى رئيس مجلس الأمناء في الجامعة الحديثة للإدارة والعلوم د. حاتم علامة ومديرة العلاقات العامة في الجامعة حكمت ضو والقيمين على البرنامج.

افتتحت الطاولة الحوارية بكلمة لمديرة برنامج YALA ديانا مداح تحدثت فيه عن أهمية البرنامج لناحية تمكين الشباب من إيصال صوتهم من خلال تدريبهم وتطوير قدراتهم ومواكبتهم ودعمهم في حملاتهم.

ثم تحدث منسق البرنامج د. فراس عزام عن دور الجامعة الحديثة للإدارة والعلوم في تحمل مسؤولياتها الاجتماعية من خلال برامج مماثلة وعرف عن الضيوف الحاضرين.

ثم عرضت الشابة سنا أبو إبراهيم بإسم الحملة خطة العمل التي انطلقت على الصعيد المحلي في منطقتي راشيا وحاصبيا ونتائج أبحاثهم مبيّنة بالإحصاءات والأرقام الضعف الشديد للتمثيل الشبابي والنسائي في المجالس البلدية كذلك وعي الشباب لهذا الواقع وعدم رضاهم عنه، ليشكل ذلك منطلقا" لعرض فكرتهم بإنشاء مجالس شبابية محلية منتخبة تمثّل أفكار الشباب وتطلعاتهم.

بعد العرض تحدث الأستاذ جوزيف سعدالله مهنئا" الشباب على عملهم القيم واضعا" الامكانيات الموجودة في مصلحة الشباب والوزارة بخدمة الهدف المنشود من خلال إيصال التوصيات والمقترحات الى المراكز المعنية في الدولة.

تحدث بعدها د. حاتم علامة مشددا" على أهمية تعميق البحث وتشكيل قوة ضغط على كافة المستويات تدفع باتجاه التغيير مؤكدا على أن عملية التغيير هي مسار لا بد منه وعلى وجوب تكاتف مختلف الجهود ودور الجامعات والجمعيات والإعلام.

وكان بعدها مداخلة للأستاذ صالح أبو منصور تحدث فيها عن التجربة الناجحة للمجلس الشبابي المنتخب في اتحاد بلديات جبل الشيخ. كما أكد على أن الأمل يبقى بإعطاء فرصة ودور للشباب ضمن أطر قانونية عبر مجالس شبابية منتخبة وليست معيّنة من المجالس البلدية تخضع للمحسوبيات وتكون مجرد صدى لتلك المجالس.

وعبّرت الأستاذة غايل يوسف عن أهمية المجالس الشبابية المنتخبة والمستقلة عن المجالس البلدية في مشاركة الشباب في صنع القرار وتعزيز ثقافة المحاسبة انطلاقا" من الصعيد المحلي للوصول الى المستوى الوطني. كما وأعربت عن استعدادها للتعاون مع الحملة للعمل على قانون حديث يعكس التطلعات.

وكان لمعالي الوزيرة اوهانيان مداخلة تحدثت فيها عن الواقع المؤلم لتمثيل الشباب والنساء ليس على الصعيد المحلي فحسب إنما على كافة المستويات والمجالات. كما وهنأت الشابات والشبان على الفكرة الرائدة التي يطرحونها وهم في طور مناقشتها وأعربت عن أن الوزارة سوف تكون حاضنا" لأي فكرة أو دراسة أو مشروع ثم نقل النتائج الى الأطر الدستورية والقانونية المعتمدة.

ثم كان لشابات وشبان الحملة نقاش مستفيض مع ضيوف اللقاء تناول كافة جوانب هذا المشروع واتفاق على تعزيز التواصل مع الوزارة وجمعية DRI للوصول لنتائج عملية للحملة.
